Prime Minister Narendra Modi is holding high-level talks today in New Delhi with the President of Vietnam, To Lam, who is on his first state visit to India since being elected in April. The visit marks the 10th anniversary of the Comprehensive Strategic Partnership between the two nations, a milestone established during PM Modi’s 2016 visit to Hanoi. The leaders are expected to sign a series of Memorandums of Understanding (MoUs) focusing on defense cooperation, maritime security in the Indo-Pacific, and emerging technologies. President To Lam was accorded a ceremonial welcome at Rashtrapati Bhavan this morning and paid tribute to Mahatma Gandhi at Rajghat before heading into bilateral discussions. A large business delegation from Vietnam is also in the capital, looking to tap into India’s growing semiconductor and fintech sectors. National Security Advisor Ajit Doval has already met with the President to discuss regional stability and counter-terrorism measures. Later today, President To Lam will deliver the prestigious 56th Sapru House Lecture, organized by the Indian Council of World Affairs. This diplomatic push highlights India’s “Act East” policy and its desire to build a robust security architecture in Southeast Asia amid changing global dynamics.
